Could someone please recommend a broadband ISP that costs $20 per month or less?

Right now, I have Verizon and it costs $18 a month. I have a 1mpbs internet connection. However, I just talked to someone at Verizon customer service and they said that 1mbps bandwidth won\'t be around much longer. I would have to upgrade to 3mbps which cost about $31 a month. That is too much and I am not willing to pay that much for internet service. Could someone please recommend an ISP that charges $20 a month or less for BROADBAND internet? And I don\'t just mean for the first 3 months. I want an ISP that NORMALLY charges $20 a month or less.
I do not care about what you consider. Broadband is anything faster than dialup that doesn\'t tie up your phone line.
I CANNOT AFFORD TO SPEND MORE MONEY ON IT! PLUS, 1MPBS IS VERY FAST FOR ME.
