Charged for text messaging internationally?

Heres the scenario:
 
My GF is out of the country for vacation. Since she cannot use her phone to call me (No international plan) she told me to just text her and she will get them when she gets home. I\'m alittel skeptical about this because, assuming her phone is off, she will still recieve the messages while out of the country. thus being charged the international rate. Is this correct.. (for what its worth I have ATT and she has Tmobile or Verizon)
Hmm, Interesting... I assumed she would get charged for the international messages.
