My DSL internet from Qwest comes and goes.  When it is not working the DSL, wireless, and power light are Green and do no flash.  The internet light is off but never turns red.  Would like your opinion if this is a problem with the provider or a problem on my end.
I have also moved my modem to several different locations and this did not help.

If your internet led is not on then it means that you are not logged into the internet connection. it sounds like it is a router problem. Either you dont have the router configured as always on or it is defective.
