im using wireless internet 802.11 n. i have qwest and i think its supposed to be like 8 mb/s

not really. my dell home premium vista downloads at 309 kbps.

I've heard of QWest and I believe they are a broadband-only ISP, yes? By which I mean, they don't offer dial-up or ISDN, right? If that's the case, then you have some kind of problem. Here are some average downstream rates for different types of connections:
Dial-up can be 9.6Kbps, 14.4Kbps, 28.8Kbps, or 56Kbps.
ISDN is around 128Kbps.
ADSL can be anywhere from 64Kbps through something like 8Mbps.
ADSL2+ goes up to 24Mbps.
Cable can be anywhere from around 1Mbps through 200Mbps (DOCSIS).
Fibre Optic connections tend to be somewhere between 10Mbps and 1Gbps.
As you can see, unless you have an ISDN or low-end ADSL connection, you are experiencing some severe slowdown. Check your network configuration thoroughly for issues. If there are no issues on your end, contact your ISP to see if you are being throttled for some TOS violation that you are unaware of or if there are service disruptions. Since I can tell that you're located somewhere in the United States, I wouldn't be surprised if the weather is causing issues. I know that there is snow in some areas at the moment.
