internet problems please help me!?

ok so i have a really bad problem here. i have dsl with qwest and the internet is always acting weird. first off one ethernet line light is always on no matter what even when there is no ethernet cable in or when a computer is not even using it. second the internet sometimes just doesn't work. all the ethernet light lines are turned on so it should work but i cant connect to the internet on the computers or my ps3. and the lights sometimes blink very fast and when i try connecting sometimes the whole dsl box just turns off by itself and powers back up again. so can any body please help me out.

1.The lights are always on if your modem is connected to a power source (4 out of 6 lights on my modem are always on)
2. Maybe your Internet Provider is having issues. (I've had first hand experience)
3.Need more information.
