Are they lying to make money or what? its just a regular broadband modem, and I have trouble believing that I can't just hook another broadband modem up to it. What do you think?

Actually they're not lying.  Their terms of service require that you use their modem, and pay for it monthly.  It's like a restaurant requiring a jacket and tie for men.  It's not the law, it's just what you have to agree to if you want to do business with them.

Compare what you'd pay them, including the modem, with what you'd pay, say, your cable company for the same speed connection.  Qwest might actually be cheaper.  But there's no law that says you must use a provider's modem - it's just company policy with a few providers.
