my COMPUTER freezes when i turn it on why does that happen?

this internet guy came to my house and connected the high speed internet (from cox) and wanted to install the internet on main user it was fine but when he was tryng to do that the computerkeptt on freezing i could still move the mause but nothing happens like when i click on internet explorer in doent open but when it does it doest get the internet or close anymore

the only way i could use the internet is in safe moode without being able to use the cd rom dvd player and the printer what does it have and what can i do to fix it
