Has Cox Communications always charged for service visits?

I\'ve had Cox cable for about three years now and in all of my moving, I\'ve had several service visits from technicians that I have never been charge for. This particular move, my internet wasn\'t working and the technician came for 5 minutes, left, and I just received a bill for $100.00 for his \"service\". Am I crazy? I am almost positive I have never been billed this outrageously for a service call before.
